County Councillor - Division 5 Harlan Cahoon

Harlan has been proud to serve on County Council for more than 7 years.  During that time, he has brought to his leadership role many years of experience as an educator as well as 25 years in business.  He takes his role on County Council very seriously, recognizing that there is more to Council than just paving roads.  It is a 5-6 million dollar a year business.  He doesn’t take the responsibility that comes with this lightly.  Harlan is known for contacting the people of his Division to find out exactly what they need and want from Council - he once made 107 calls in one week to do just that.

At the core of Harlan’s beliefs as a Council member is:
  • taking pride in knowing what people want
  • listening to constituents’ needs
  • delivering on promises, even if it’s not what he wants
In addition to representing Division 5 on Council, Harlan also sits on the board for the Southern Alberta Business Development, Chinook Foundation for Seniors Housing and the Cardston County Community Councilor Service Board (F.C.S.S.).

When Harlan isn’t busy with his work as a Council member and community work, he tends to his sheep ranching business.  He loves the outdoors, gardening and hiking.  He is also the proud father of 6 children and 10 grandchildren.

County Councillor - Division 4 (Reeve) Cam Francis

As a fourth generation farmer born and raised in southern Alberta, Cam knows that municipal politics have direct impact on Communities.  As Reeve of Cardston County, he brings with him a deep commitment to each Community and the people who live there. 

In the 2 ½ years that Cam has been on Council, he has maintained his core beliefs of:
  • fiscal responsibility
  • listening to what his constituents are saying
  • doing what he can to fulfil constituents’ requests
  • working towards keeping Cardston County the uniquely wonderful place it is
In addition to his role as Reeve, Cam is also Chairman of the Municipal Planning Commission and member of the Chief Mountain Waste Board.

When not busy with his Council work, Cam spends time with his wife and three children on their family ranch.

County Councillor - Division 3 Roger Houghton

Having grown up on a farm in Cardston County, Roger has first-hand knowledge of his division and the needs of the people who live there.  He has brought that knowledge to the table consistently since his work began on Council in 2006.

In addition to representing Division 3 on Council, Roger also sits on the Boards of Spring Coulee Seed Plant, Agriculture Service, Alberta Chief Mountain Waste, Municipal Planning and Milk River Water Shed.

County Councillor - Division 1 (Deputy Reeve) Randy Janisko

After 30 years of ranching in Cardston County, Randy became semi-retired in 2005.  However, his life remains full of adventure and new learning, not least of which is his work on Cardston County Council.

For the past 6 years, Randy has worked hard to ensure that the people of Cardston County continue to enjoy a high quality of life.

In addition to representing Division 1 on Council, he also sits on the Boards of the Alberta SouthWest Regional Alliance, Cardston Emergency Services and the Ag Service Board.

When not busy with his council work, Randy’s life is a whirlwind of exciting activity.  From stonemasonry to artistic blacksmithing, jewellery design to playing harmonica and singing in a blues band, Randy leads a full and happy life.  Not to mention his admirable work as a Partner in the Andean Foundation for a Better Life, spending one month per year in Peru building everything from stoves to new schools and improving infrastructure for the people who live there.  His last trip to Peru saw Randy and his sons rafting down the Amazon River on a hand-made raft made out of bamboo. 

Randy has been happily married to his wife Rose for 36 years.  Together they have two sons and 7 grandchildren.

County Councillor - Division 2 Delton Jensen

Delton has been a Council member for the past 3 years.  Having farmed for more than 30 years in this area, he has a very clear idea of what the people in his area need from Cardston County Council.

In addition to representing Division 2 on Council, Delton is the Chairman of the Agriculture Service Board and sits on the Boards of the Chinook Lodge Foundation and the Cardston County Ambulance Board.

When not busy with his work on Council, Delton enjoys spending time with his wife Brenda and their married daughters.  He can also be found enjoying time on his motor cycle or ATV.

County Councillor - Division 6 Neal Miller

Neal and his family have been farming in Cardston County for 4 generations, so he brings to his work as County Councilor a deep commitment to the people who live, work and farm in these Communities. Some of his core concerns include:

  • keeping roads in good repair
  • keeping taxes as low as possible while maintaining a high level of County services
  • maintaining control of the growing number of acreages springing up through the Counties

In addition to representing Division 6 on Council, Neal also sits on the Boards of Magrath & District Recreation Committee, Municipal Planning Commission, Assessment Review Board, Magrath & District Ambulance Authority, Disaster Services, Agriculture Services, Oldman River Regional Services Commission (alternate) and is the Chairman of the Public Works Committee. 

When Neal isn’t busy with his work as a Council member and community work, he tends to the family farm business.  He enjoys both hunting and fishing.  He is also the proud father of 4 children and 5 grandchildren
